Outlying Landing Field (OLF) Facilities for Oceana Master Jet Base and Cherry Point MCAS Washington County, North Carolina

he project site was an approximate 12,000 Hectare agricultural property located in rural Washington County, North Carolina off NC Highway 45/99, approximately 7 km south of NC Highway 32 and about 15 km south of the town of Plymouth, NC. The project was to include a 2,440 meter runway with associated overruns, taxiways, parking apron, aircraft arresting gear, lighting and refueling facilities. Proposed structures included an integrated aircraft rescue and fire fighting station/air operations facility/air traffic control tower, fuel pump house, fuel storage tanks, maintenance and storage buildings, guard houses, water storage tank, and navigation building/tower. Infrastructure was to include a fire training area, domestic and fire water lines, sanitary sewers with on-site treatment, storm water management utilities, various pavements for drives and parking areas, mechanical and electrical utilities, and security fencing. An approximate 3 kilometer long roadway was proposed for accessing the facility. The rerouting existing Albemarle Drainage Canals 6 through 10 was required to construct the airfield. Airfield design was in accordance with UFC 3-260-01 and UFC 3-260-02. Design aircraft loading at full gross weight included 100,000 annual passes of an F-15 C/D, 100 annual passes of a C-130, and 10 annual passes of a C-17. The main access road was designed for HS-20 loading using NCDOT standards.
